CANADA'S TARGETED IMMIGRATION


For 2019, the range for the ‘Federal Economic, Provincial/Territorial Nominees’ class(es) is 142,500 to 176,000. For 2020, the range for the same is 149,500 to 172,500 and for 2021, it is 157,500 to 178,500.
Under ‘Family Reunification’ category, the range for 2019 is 83,000-98,000; for 2020 it is 84,000 to 102,000 and stays the same for 2021.
Finally, in the ‘Refugees, Protected Persons, Humanitarian and Other’ category, the range for 2019 is 43,000 to 58,500, for 2020, it is 47,000 to 61,500; and for 2021, the range is 48,500 to 64,500.
Quebec’s plans for 2019 and after for its selected ‘Skilled Workers and Business’ class were not finalized at the time of preparing the Report and thus not included in it. However, with regard to Francophone immigrants, the 2019-2020 Departmental Plan states that in 2019–2020, the Department will continue to focus on achieving its target of 4.4% for Francophone immigration outside of the province of Quebec by 2023.
Admission of Protected persons and allowing them an opportunity to make Canada their new home is a key agenda for the department of Immigration, Refugees & Citizenship. As per the 2019-2021 ‘Immigration Levels Plan’ the government’s target for immigration of ‘protected’ persons as permanent residents are as follows:

From the above table, it can be discerned that out of its targeted 330,800 immigrants in 2019, under the ‘Refugees, Protected Persons, Humanitarian and Other’ category, the targeted range for 2019 is 43,000 to 58,500, for 2020, it is 47,000 to 61,500 out of the targeted total of 341,000; and for 2021, the range is 48,500 to 64,500 out of a total target of 350,000.
In the 2018 federal Budget, the Government of Canada committed to resettle an additional 1,000 vulnerable women and girls as refugees. As a result, both the Government-assisted Refugee target and the overall levels target have been adjusted upwards by 800 admissions to align with this commitment.
For 2020, the target in the Protected Persons and Dependents Abroad category was increased by 1,000 admissions to help address growing demand, and the overall target was increased by the same amount, from 340,000 to 341,000. An additional adjustment was made by exchanging 700 spaces from the Blended Visa Office Referred Program to the Government-assisted Refugee Program, with no net change to the number of resettled refugees Canada intends to accept.
Finally, for 2021, there is an increase in the number by 2,500 that is added to the humanitarian streams to address demand pressures in those categories.
